Fallout 4 difficult.
They're very different, so it depends on what you like. Very hard is the normal game, but your guns don't do damage, while the enemy damage gets massively boosted. Other than that it's just like playing normally. Survival on the other hand tweaks things massively, so the game feels very different to play.

From what I've experimented, the answer is no. The bloatflies at the begining of the game give the same exp (5~7 exp depending of your intelligence) be it on very easy, very hard or survival.
