The reason the shut off solenoid is there is so you can stop the engine with the key at the end of your journey. If the engine starts, the only way it would stop while you are driving is if the power is removed eg. loose or broken wire. The valve shuts off all fuel to the pump. Like. M.

N14 fuel problem Hello, Thanks for the help. Yesterday I unhooked the fuel in into the fuel filter and atached a short line into a full can of fuel. The truck acted the same way. I also checked that power was going to the fuel shut off which it was, though I did not check how many volts. A new fuel shutoff is only $29.
