Unfortunately in order for this code to set it means the catalyst efficiency is below threshold. If you monitor the voltage of the rear O2 sensor for B1 it should not be toggling between .1 and .9 V. If it is this means the catalyst efficiency is bad. If they did not use factory converters it is a possibility they have a defective converter.
