The closer range allows for more consistent accurate readouts by using the same scan as the mining laser. It's broken. I doubt they intended to remove radar signatures from ping scans. Mining is severely affected as you're unable to identify the type or quantity of deposit unless you're at it. Then hold down left-mouse button and you will see the bar above "scan progress" to go up.
