Nope. The blue onion helm is exclusive to 1.0 collector's codes. The headgear in LotA is an awful looking forehead/chin guard called the "Onion Mask". The Onion Helm is supposed to go with that set, though, as shown in concept art. Tattoo is only characters made in 1.0 any new ones won't have it.
