The catch up would allow people to make there own crafted items and upgrade them without needing to spend a ton of gold they a new player or returning player may not have. I also feel at this stage in the expansion not to many people will be upset bout a profession catch up system, not to say there wouldnt be anyone that wouldnt complain.
In Dragonflight, you cannot level your profession to maximum easily like in previous expansions. For Leatherworking, you will only be able to reach skill 50/100 with vendor-learned recipes. You will be required to farm renown or use knowledge points towards other recipes in order to fully max out your skill to 100/100. Every patch has some kind of new outdoor catch-up process: you never need to go back and do old raids just to play the current content. And, the most recent 10.1.7 patch content may also still be relevant in 10.2.
