I have tested it and 4 is just their cap, which can be increased with emerald shards. My Gauss with two regular ones can stack up to 8 corrosive procs (far from 100% armor strip (which requires 14 procs)). Hydroid's passive would be 100% armor strip with 10 stacks (even acolytes).
