Have you checked the flywheel to make sure the key has not sheared or partially sheared. The key locates the flywheel in the proper relationship to the crankshaft and hence timing cannot get drastically out of spec unless someone has messed with the advance linkage.

The guy that got my motor running and rebuilt the carbs showed me a single screw on the starboard side that he said adjusts the idle. I'll post up any results.
The pointer is called a timing fixture but it is really a tool to adjust the ignition to fire as close as possible to 180 degrees apart. Rig a spark tester and have the gap set to 7/16". Hook up the timing light to the #1 plug wire. 1973-1976 18, 20, 25 hp motors. #2 Timing tool is a reproduction of the following OEM tool: 304666, (old), 383603 and is for the 3 hp and 4 hp. 1952-1976 3 and 4 hp motors. 1981-1986 4 hp motors. #3 Timing tool is a reproduction of the following OEM tool: 309889 (old), 386636 and is for the 9.9 hp and 15 hp 1974-1976 only.
