That isn't determined by the nut count. What the command does is recheck the count against the found walnuts and fixes the count. The parrots messages don't check the count, just the found nuts. What this means is that you're seeing the parrot say anything, you absolutely are missing a golden walnut. The walnuts that come from journal scraps:

Some people reported that they didn't receive walnuts at the crystal cave when they fell asleep just as they had solved the game, but I think that's five.
In the volcano, there are destructible gadgets which have a small chance to drop a walnut when you break one. These are the same gadgets that are sometimes possessed by a ghost. There are three of these statues on the fifth floor with the dwarf salesman. true.

It refers to golden coconuts, which you'll occasionally get by shaking coconut trees or talking to the island trader you'll unlock later, and which can be broken at Clint's.
