I've come across probably thirty occasions of devs saying "3.3 will release very soon!" and "3.3 release next month and will fix this" for stuff like, over a year ago. It's not hard to see why people would be confused about it.Run the game from Steam/GOG Galaxy, or through FalloutLauncher.exe in the game files if you are using an offline copy. An older cpu running at lower than its normal rating (3.2 GHz is supposed to be the regular normal clock for the 7700), and an older "low-end" gpu.
