Those circumstances include grinding Explorers, Battleships, Surveyors, Borg Probes, Exchange Transports, and mixed environments where you're hitting at least one of these. There are exceptions.

Correct, Academy officers only work against hostiles, which are red. Bosses / Mission Targets are yellow and are classed differently. Use Uhura/combat triangle/ whatever to get past them. So that you can have something to grind for and work towards.
