SOLVED: Inside the Quest 2 settings, go to the “Developer” tab and turn on “USB connection dialog.”. Okay, that means you are in developer mode. In developer mode, the device will not show up in Windows Explorer until you run a command via ADB or open Sidequest (Which ultimately automatically runs an ADB command).
