I opened the windows sound settings and made doubly sure that the headset mic was the default comm device, but I noticed there are no green bars showing up indicating windows is getting any input. Changed the input from the USB dongle to the onboard sound, no change. Restarted game and PC, no change. Reset discord to default settings, no change.

Make sure you have the correct mic device selected in Steam settings (I think CS:GO uses this setting but double check that there isn't a separate selection in-game). In Windows volume control make sure your mic is selected as your default recording device, as well. That may help.
