Remove the extractors, top and bottom, and see whether there's any accumulated gunk in their recesses in the bolt that's interfering with their rotation.

Probably numerous reasons for not buying a $175 Model 51. I really have lost count of all the old shotguns I've ever owned, but of all them, the easiest and softest shooting gun, hands down, is my 20 gauge Ithaca Model 51 Featherweight, and it still wears the factory hard rubber butt plate.
