Obtain/get into the car where you created the livery for, then go to GT Auto > Car Customization > Livery Editor > Open Livery. Look for items marked as "GT Sport Livery" - these are your liveries. Select on it to import the livery to GT7. Only liveries that you have publicly shared in GT Sport can be imported to GT7.
I had low expectations and I got what I thought it would be, a good B-movie at best. GT7 is effectively GT Sport with most of the aspects missing from mainline GT games added back in, most of which were single-player. There isn't less multiplayer, there just is single-player, and more car customization. GT Sport is basically just Sport mode on the map in GT7. Whether multiplayer good or not is subjective.
