I'd say that main difference is that Randy said "niggers" annoy him. The context there is a bit important compared to Stan and the gang saying the word "fag" in a completely different way. The way Randy said it was 100% racist. His usage was directed at black people. Stan and the gangs usage of "fag" was not directed towards gay people.
